To balance the implementation of the new regulation and user rights and interests, the authorities have formulated a clear transition period arrangement, with the following key implementation points:

1.Before May 1, 2026: Prioritize installing operation identification modules on UAVs without operation identification transmission functions to ensure their normal use after the implementation of the new regulation.

2.Starting from May 1, 2026: UAVs without operation identification transmission functions shall not be operated. UAVs equipped with either broadcast or network operation identification transmission functions but failing to meet the specified provisions of the Specification may continue to operate until November 1, 2026.

3.Before November 1, 2026: All UAVs within the scope of application shall be installed with operation identification modules to ensure they have both broadcast and network operation identification functions, meeting at least the requirements of the specified provisions of the Specification.
4.The transition period runs from the date of implementation to May 1, 2029. UAVs that only meet the requirements of the specified provisions of the Specification by installing modules are permitted to operate.

5.Starting from May 1, 2029: All UAVs within the scope of application must fully comply with the requirements of the Specification before they can be operated.

6.For UAVs eligible for firmware upgrade to meet the operation identification requirements, manufacturers shall take the initiative to announce product firmware upgrade service plans; for those not eligible, manufacturers shall take the initiative to announce hardware upgrade service plans.
