He fully affirmed Xinfeng, Shaoguan for its forward-looking practice of relying on its airspace advantages to lay out the low-altitude economy headquarters and build an intelligent connected drone low-altitude pilot test platform, believing that this move has built a solid carrier for industrial development.
Subsequently, Zheng Weiping, Secretary of the Xinfeng County Committee of the Communist Party of China, introduced the solid foundation and plans for the development of the low-altitude economy in the local area. He stated that Xinfeng has built the "Southern Test Site" comprehensive test platform and is accelerating the construction of general airports, takeoff and landing sites, low-altitude route networks, and digital service platforms to inject momentum into the industry. Zheng Weiping emphasized that in terms of continuously promoting, cultivating, and serving the low-altitude economy, Xinfeng County will uphold the concept of open cooperation, strive to create a first-class business environment, and wholeheartedly provide comprehensive guarantees.
During the roundtable discussion themed "Strengthening Low-Altitude Safety Lines and Unlocking Public Safety Applications in Low-Altitude Airspace", Chen Xiaorong, General Manager of Shenzhen E&T Testing Technology Co., Ltd., pointed out that with the vigorous development of the low-altitude economy, the application of drones in the field of public safety has become increasingly widespread, and the testing and certification work mainly faces three major challenges:
1、It is the challenge of system complexity, because today's drones are no longer standalone devices, but complex systems integrating AI autonomous decision-making, 5G-A integrated communication and sensing, and multi-sensor fusion;
2、The reliability of communication and data links faces severe challenges in complex electromagnetic and urban environments;
3、Scenarios such as urban emergency response and monitoring in densely populated areas place higher requirements on the reliability, delay, and positioning accuracy of the system.
Chen Xiaorong emphasized that addressing these challenges requires relying on national standards to consolidate the safety baseline. China's first mandatory national standard in the civil unmanned aerial vehicle (UAV) sector, GB 42590-2023 "Safety Requirements for Civil Unmanned Aircraft Systems", has laid an important foundation. Recently, the State Administration for Market Regulation (National Standardization Administration) officially approved and released two mandatory national standards: "Requirements for Real-Name Registration and Activation of Civil Unmanned Aircraft" (GB 46761-2025) and "Specifications for Operation Identification of Civil Unmanned Aircraft Systems" (GB 46750-2025). These two standards will be formally implemented starting from May 1, 2026. Together, these standards provide clear basis and strong support for testing and certification work, and serve as an important guarantee for the safe and orderly development of the industry.
Chen Xiaorong further pointed out that in the process of promoting the implementation of testing, certification and compliance, the most crucial thing is to achieve synergy between standards and enterprises. On the one hand, it is necessary to promote the unification and standardization of testing standards to provide clear and consistent technical basis for the industry; on the other hand, full consideration should be given to the development stage of the industry and the actual needs of enterprises. On the basis of ensuring safety, support the rapid implementation and iteration of enterprise products, and truly drive the industry with standards and safeguard development with compliance.
After listening to Chen Xiaorong's speech, Academician Yang Jincai added further comments and reached a consensus with General Manager Chen, believing that joint development of standards and scenario verification are important paths to promote the safe development and industrial implementation of the low-altitude economy.
